IOTA Digital Workshop on Artificial Intelligence in Risk Analysis: Balancing Automation and Human Judgment

On 8–9 April 2026, IOTA successfully held the Digital Workshop on Artificial Intelligence in Risk Analysis: Balancing Automation and Human Judgment, bringing together over 160 experts from member tax administrations along with representatives from international partner organisations and academia to explore the application of AI in risk analysis and compliance activities.

The first day of the Workshop focused on country experiences in deploying AI solutions for risk analysis. Annalisa Mellace (Italy) presented the use of AI models to predict taxpayer behaviour and support audit activities, while Jakob Wedman (Sweden) shared insights on improving the accuracy and efficiency of audits through AI. Additional perspectives were provided by Dr Gábor Magyar (Budapest University of Technology and Economics), who addressed the broader context of AI adoption and data management, as well as presenting real use cases on use of AI, and by Charles Blanco and Ivan Krsul (World Bank Group), who discussed experiences, challenges and considerations related to AI-driven audit case selection.

More specifically, the Agenda included:

  • Italy:Enhancing Tax Audits: Predicting Taxpayer Behaviour Through AI’ presented by Ms Annalisa Mellace
  • Sweden: ‘Using AI to Increase Accuracy and Efficiency in Tax Audits’ presented by Mr Jakob Wedman
  • Budapest University of Technology and Economics (BME):The Journey to the New World - Experiences and Assumptions’ presented by Dr Gábor Magyar
  • World Bank Group:AI for Audit Case Selection - Experiences, Caveats and Lessons Learned’ co-presented by Mr Charles Blanco and Mr Ivan Krsul.

The second day addressed governance aspects and implementation challenges associated with AI in risk analysis. Gabriel Bellenger (Accenture) outlined key principles of AI governance, including accountability, transparency and ethical considerations. Kevin McGillivray (Norway) presented national experiences, focusing on approaches to ensuring secure and compliant use of AI systems.

The Workshop also included interactive group discussions, enabling participants to exchange views on practical challenges, lessons learned and potential future developments. The discussions highlighted the importance of balancing technological innovation with appropriate human oversight. All materials and presentations are now accessible online via the event's webpage, while the video recording from the Workshop will be made available soon on the same platform.
