IOTA Representatives Attend OECD FTA Capacity Building Network Meeting 2025 in Paris, France

From September 18-19, 2025, the IOTA Secretariat’s delegation, including Alix Perrignon de Troyes, Executive Secretary, and Roman Bichevoy, Strategy, Governance, and Institutional Development Manager, represented IOTA at the Organisation for Economic Co-operation and Development (OECD) Forum on Tax Administration (FTA) Capacity Building Network Meeting 2025 in Paris, France. This important event brought together global tax administration experts to discuss strategies for strengthening capacity-building efforts across countries.

The agenda covered a wide range of topics, including mapping the landscape of tax capacity-building assistance, donor coordination, sustainable expertise development, and measuring success in capacity-building initiatives, while providing plenty of networking opportunities. Notably, the meeting aimed to foster stronger regional and international collaboration to address shared challenges in tax administration.

IOTA’s Executive Secretary, Alix Perrignon de Troyes, actively participated in Plenary Session 5, titled ‘Leveraging Existing Tools and Frameworks: Showcase of Tools, Frameworks and Resources Developed by Regional and International Organisations,’ moderated by Deborah Lock from HM Revenue and Customs (UK). In this session, IOTA’s Executive Secretary was joined by representatives from IOTA’s international partner organisations, such as Fransheska López from the Inter-American Center of Tax Administrations (CIAT) and Kirsten Williams from the Commonwealth Association of Tax Administrators (CATA). Mrs Perrignon de Troyes shared insights on IOTA’s initiatives and ongoing activities and contributed to discussions on leveraging regional and international tools and frameworks, including those developed by IOTA to support its member tax administrations. In Plenary Session 2, “Mapping the landscape of Tax Capacity Building Assistance,” Roman Bichevoy introduced the Peer-to-Peer Technical Assistance developed by IOTA as a valuable tool for short-term assistance activities on highly operational tax issues.

The two-day meeting featured insightful presentations on building sustainable tax capacity, aligning tax efforts with broader government objectives, and innovative approaches like Tax Inspectors Without Borders. IOTA representatives' participation underscores IOTA’s ongoing commitment to global capacity development and collaboration with other partner organisations at a regional and international level. The insights and best practices shared during this meeting will help shape the future of tax capacity-building efforts worldwide.

The FTA Capacity Building Network is a forum established in 2016 to foster closer collaboration among tax administrations and to coordinate its members’ capacity building efforts more cost-effectively and strategically. The Capacity Building Network meets regularly to share knowledge on capacity building issues ranging from resourcing to digitalisation. The FTA’s Capacity Building Network is chaired by HM Revenue and Customs (UK). The Chair is Deborah Lock, Head of the International Relations Team, in the International Relations and Capacity Building Unit.
