New Acting Head of the State Tax Service of Ukraine has been Appointed
Lesya Karnaukh has been appointed to the position of Acting Head of the State Tax Service of Ukraine with effect from 23th June 2025.
Lesya Karnaukh was born in 1983 in Yahotyn, Kyiv region.
In 2004, she graduated from the Odesa National Law Academy with a degree in Law and obtained a Master of Laws degree.
She began her career in the same year, working as a chief specialist in both the Department of Interaction with the Verkhovna Rada of Ukraine and the Coordination of Legislative Work and the Legal Department of the State Committee of Natural Resources of Ukraine.
From 2004 to 2018, she worked for various government agencies, including the Department of Strategic Environmental Policy and the Department of Nature Conservation of the Ministry of Ecology and Natural Resources of Ukraine; the municipal enterprise 'Heat Supply of Odesa'; the Ministry of Emergencies and Affairs for the Protection of the Population from the Consequences of the Chernobyl Disaster; the Department for Relations with the Verkhovna Rada of Ukraine; and the State Committee of Natural Resources.
From 2019 to 2023, she served as Deputy Chief of Staff of the Accounting Chamber of Ukraine. From 2023 to 2024, she worked as Deputy Head of the Kyiv Regional State Administration, overseeing management and administration in the region.
Appointed as First Deputy Head of the State Tax Service of Ukraine in 2025, she now serves as the Acting Head of the Service.
Lesya Karnaukh's professional career includes senior management and advisory positions in central and regional executive authorities. She has in-depth knowledge of public administration and is highly digitally literate, effectively using modern tools to achieve strategic and operational goals.
As an experienced public administration executive and a professional civil servant, she is focused on improving and developing Ukraine's tax administration in line with international best practices. She has extensive experience as a dedicated government official in implementing innovative solutions that enhance the efficiency and transparency of tax processes, while supporting Ukraine's European integration.
