IOTA Human Resource Management Forum on “Future-Proof Learning and Development (L&D) for the Innovative and Agile Tax Administration”

Podgorica, Montenegro – October 28-29, 2025 — The IOTA Human Resource Management Forum on “Future-Proof Learning and Development (L&D) for the Innovative and Agile Tax Administration” successfully concluded its two-day event in Podgorica, bringing together HR and L&D professionals from across the IOTA community and beyond to address key challenges and opportunities in shaping a future-proof, innovative, and agile learning landscape in tax administrations.

The event, held in close collaboration with the Montenegro Revenue Administration, was inaugurated by Sava Laketic, Acting Director of the Montenegro Revenue Administration, who emphasised the importance of continuous learning, agility, and innovation amid rapidly evolving environments. The hybrid gathering saw vibrant participation from both in-person and online attendees, fostering an engaging atmosphere for peer-to-peer exchange.

The opening session set an inspiring tone with presentations from Swiss and French experts, including Phil Abgottspon and Victoire Daher, who shared innovative approaches to identifying and developing current and future skills. Finland’s Jaana Lokka-Palomaki and Belgium’s Niels Van De Winkel contributed insights on the growing impact of AI in Learning & Development, addressing how emerging technologies are reshaping workforce competencies.

The second day focused on enhancing internal capacity through practical L&D initiatives. Representatives such as Milen Trifonov from Bulgaria, Dr Zsolt Dézsi from Hungary, and Dmytro Tsymbaliuk from Ukraine shared successful strategies for organising internal training programmes, developing trainer communities, and training civil servants even in challenging conditions such as martial law.

Further discussions explored modern tools that enhance L&D effectiveness, including Greece’s remote blended learning, presented by Ioanna Tsinti, Maria Stymfaliadou, and Vasiliki Kolovou, and France’s self-assessment tools for managers, with Catherine Campinchi.

Updates from one of our international partner organisations, the OECD, underscored the importance of international cooperation in HR development, with Ulrika Lindhoff highlighting ongoing collaborative efforts.

Each day, participants actively exchanged ideas and experiences in smaller breakout sessions, reinforcing the importance of managing HR transformation through strategic skills development—critical for building resilient, future-ready tax administrations. The event concluded with an energetic discussion that reflected on key lessons learned and emphasised the importance of fostering a culture of lifelong learning and innovation.
